Job description
Our client, a prominent international operator, is seeking a highly skilled contract Pipeline Package Manager to join their team in Abu Dhabi. This exciting opportunity involves supporting a project in Iraq for a minimum duration of 12 months.
Job Description
- The job holder is responsible to lead and coordinate all activities for the pipeline packages or each phase of the project; detailed engineering and installation in accordance with the defined project budget and schedule.
- The job holder shall ensure that all engineering deliverables developed by Contractor(s) meet Company and Project requirements and that the design developed for all facilities is safely commissionable.
- The job holder will actively liaise and collaborate with the Package Manager and team, the Engineering Manager and Team for all the engineering and construction issues, and with Field Operation Manager and Team for all commissioning and start-up activities.
- The job holder manages a team of 40 personnel , shall inform and motivate them adequately so that priorities are clear and directions for the performance of their duties are set to meet the objectives of the Project.
- The job holder is also accountable for demonstrating an exemplary behaviour regarding H3SE rules & requirements, andwith regard to the Company Ethics and "Code of Conduct" policy, for implementing H3SE rules and Quality Assurance / Quality.
ACTIVITIES
Among his/her activities, the job holder is required:
- To ensure that HSSE issues are correctly handled in the technical documentation related to the pipeline package, to verify that H3SE rules are understood and respected on the worksites (H3SE awareness) and to ensure safe working practices are used by Contractors along all phases of project.
- To have knowledge of Pipeline-related Company Rules, Specifications (CR's/GS's) and Methodology, Project specifications and Contractual documentation, international norms and standards, taking knowledge from them for application to the Project.
- Act as COMPANY Representative towards Pipeline Contractor.
- Implement the delivery plan with the Contractors to receive documents on time.
- Ensure the deliverables follow-up and the regular control of the documentation quality.
- Organize, control and verify coordination inter disciplines and coordination with other parts of the project.
- Coordinate between HSE, QA, Field Operations and Commissioning to ensure Pipeline is safe, can be operated and maintained.
- Control and ensure progress on fabrication and anticipate upcoming phases.
- Ensure that procurement plan is in line with the Project Execution Plan.
- Monitor and control Contractors with respect to contractual requirements related to HSE, technical requirements, Costs, Schedule, etc…
- To be responsible of the contract execution and budget control by reducing Change orders if any to a minimum
- To participates to coordination meetings with Contractor as appropriate.
- To participate as requested to project reviews by referential (HAZOP, HAZID, SPOT, ODR, PTR...).
- To ensure adequate and timely reporting to the Project Director (progress, concerns).
- To ensure confidentiality of all the documentation (whatever its support).
- To gather 'lessons learnt' and provide feedback to' entities as required
QUALIFICATIONS AND EXPERIENCE REQUIRED
- Mandatory minimum experience in a similar position: 10 Years with managerial responsibilities
- Degree: Bachelor's degree in engineering
- Professional experience: 20 years minimum within Pipeline scope
- Pipeline Project management skills (Budget/Cost/Schedule/Contract)
- Strong HSE leadership in pipeline construction
- Ability to work in a multi-cultural business environment.
- Good interpersonal and communication skills.
- Language: English as mother tongue or Fluent in English (speaking and writing), French and/or Arabic language is a plus.
- Recent EPC pipeline construction working experience in Iraq will be an added advantage
Advanced expertise is required:
- In Pipeline in oil & gas project/industry specially for onshore fields.
- In project at all life-cycle stages of project development (FEED, Basic and Detailed Engineering, etc)
- Oil & Gas Pipeline Materials, Design, Manufacturing and Testing according to industry standards and operator specifications
- International Pipeline codes
- In Piping software & Piping vibration assessment (like PDMS/E3D, Caesar, etc)
- In Sour Gas Service design
- Pipeline EPC contract management especially in Iraq
- Past experience in managing crossing agreement and interfaces in Iraq
- Expertise in pipeline HDD in sensitives environment
- Expertise in pipeline pre-commissioning/commissioning and start-up
- Risk management capability i.e. logistic , community especially in Iraq.
