Job dimensions

This position is starting from the Absheron Full Field Development (FFD) FEED phase sanction until the completion of the Development phase including Project close-out.
The project management team and project control team will be based in Baku and the package teams will primarily be based in engineering and site locations during the FEED phase and subject to missions to Project locations as necessary.

The job holder is responsible for managing Tendering, Contracts / POs and related activities, ensuring that it is communicated effectively in the Company.
In addition, he/she ensures the overall provision of a proactive PSC services within the Company.
The job holder should continually strive to challenge conventional contract administration processes, looking for a continuous improvement.

Activities

The service holders must possess strong experience in contractual discipline in the offshore oil and gas project and have strong expertise in Call for tender, tendering and contractual clarification for FEED phase. The scope of activities includes adhering to the Company Code of Conduct, Vision, Values and Behaviors’, as supported by the Safe System of Working including Accountability of Safety.
The Service holder shall:
• Provides the Manager with accurate expertise of all contracts related matters for the EPSCC offshore, Early Works and Pig Launcher contracts.
• Supports project with ad-hock in-country contracts.
• Participation and facilitation of TEPAb Contract Committees and JV Sub-Contract Committees
• In charge of writing letters and all official communication to Contractors.
• In charge of contracts aspects during the FEED tendering phase.
• Operate within standardized Legal and Contracts policies, processes and systems and always ensure compliance with these processes.
• Promote and maintain effective communication channels with the relevant Legal managers and Heads of Contracts, interfacing on an as and when basis.
• Perform contract reviews for tendering in accordance with work instructions for contract reviews outlined in Legal Procedures and actively participates in all internal bid team meetings.
• Participate with other Stakeholder and Functions to jointly carry out a holistic review of the complete draft contract and bid to achieve consistency in the documents and be prepared to challenge and be challenged.
• Attend meetings with prospective client and significant/critical subcontractors and suppliers to arrive at acceptable Contract conditions.
• Assist Legal Counsel and the Commercial Function in requests for the affiliate authorization, Bank Guarantees, Parent Company Guarantees and Tender Board minutes, etc.
• Tender, evaluation and RTA of subcontracts.
• Administration of bank bonds, parent company guarantees and insurance certificates.
• Leads the resolution of contractual change orders and co-ordinate Project VOR's and Management of change.
• Monitors and controls contract variances identified within the project.
• Ensures seamless integration between purchasing and sub-contract activities.
• Provides guidance on contract / commercial requirements to the project team.

• Participate actively in HSE meetings, safety talks, toolboxes, training sessions and drills
• Co-operate actively in the execution of the HSE plans

Context and environment
The Absheron Conventional Gas & Condensates field is located offshore Azerbaijan Republic in the Caspian Sea in 500 meters depth, at about 100km southeast of Baku, 25km north-east of Shah Deniz field and 34km south of Oil Rocks production and processing facilities. The project aims at supplying natural gas for both domestic market via Sangachal main facilities (condensate) and for international export market via the South Caucasus Pipeline (SCP).

Accountabilities

The job holder works in a multidisciplinary procurement and supply chain environment (drilling, field operations, development, operations, IST) in an international and local content environment. Job holder must:
• Maintain PSC Category Management for selected categories, which includes strategic supply chain activities from formation to contract closeout
• Act as single point of contact throughout the tender process
• Lead and facilitate commercial meetings (i.e., CFT/RFP kick-off, clarification meetings etc.)
• Lead Terms & Conditions negotiations
• Prepare Recommendation for Award
• Execute Contract/PO Documents
• Run Procurement activities within the Company in compliance with Company policies and legislation
• Participate in optimization of economic performance, quality and time efficiency of PSC operations in the Company
• Plan, organize, manage and control all the Company’s requirements relates to PSC
• Proactively get involved with other Company entities in order to ensure that appropriate level of service is being achieved in terms of quality, cost and time efficiency
• Maximize the use and best practice of PSC tools
• Clear and efficient storage of information on internal shared disk
• Clear filing of hard copies of documentation
• High level of reporting, through systematic update of relevant PSC registers

Qualifications/Experience required

Minimum Education: Diploma: BA / BS degree in Law, Economics or Engineering is mandatory - master’s degree is preferred.
Minimum Experience: Minimum 10 years’ experience in Oil & Gas Procurement and Supply Chain field
 CIPS (Level 3 and above) or similar qualification is highly preferred and recommended
 Previous experience in pre-award stage of Contracts formation and negotiation is a must
 Prior experience in O&G field in international procurement and supply chain is recommended
 Experience in commercial negotiations, supplier/contractor management and contracts administration
 Fluent in English, Azeri and Russian (spoken and written)
 Be proactive, reliable, responsible and accurate with an attention to detail
 Proficiency in MS Office applications in particular Power Point for presentations, SAP and any other e-sourcing tools, as applicable
 Capacity to train newly recruited PSC personnel with PSC Induction and fundamental trainings

Language Requirements:

 Fluent English and Azerbaijani language skills mandatory.
