Electrical Project Engineer
Location: Deer Park, Texas
Job Type: Contract, 12-months, Renewable
 
Job Summary
The Electrical Project Engineer is responsible for providing electrical technical assurance throughout all phases of a project, including design, engineering, procurement, fabrication, construction, commissioning, startup, and closeout. This role ensures compliance with standards, specifications, and quality control measures while coordinating technical resources from on-site personnel, P&T, and third-party engineering services.
While some limited design work may be undertaken, this role is primarily focused on reviewing, providing input, and overseeing detailed design performed by others. Additionally, the Electrical Project Engineer will specify required quality control and assurance hold points, review vendor and contractor quality programs, and ensure adherence to required standards and specifications.
This position is not a Project Engineer role; overall project administration remains the responsibility of an assigned Project Engineer from the Project Engineering discipline.
 
Reporting Relationships
  • Reports to: Electrical Engineering Supervisor (Administrative Reporting)
 
Principal Accountabilities
  • Plan and execute technical assurance activities for electrical equipment in assigned projects.
  • Provide Technical Authority assurance and sign-off on key project deliverables.
  • Provide day-to-day technical support for electrical equipment in assigned projects.
  • Specify and ensure compliance with appropriate codes, standards, and specifications.
  • Define and enforce quality control and assurance requirements.
  • Identify and approve suppliers and fabricators for electrical equipment and services.
  • Coordinate additional Electrical Engineering personnel support as needed.
  • Collaborate with P&T personnel and other relevant resources.
  • Communicate project plans and activities to the Electrical Engineering Department to align efforts and solicit input.
  • Develop a comprehensive understanding of each assigned project from an electrical discipline perspective (equipment, design, and specifications).
  • Serve as the Electrical Discipline representative for project-related incident investigations.
  • Participate in and comply with all site safety programs, activities, and requirements.
 
Key Challenges
  • A significant portion of the Deer Park Site’s electrical assets are approaching the end of their lifecycle, making planned reinvestment critical.
  • Balancing safety, cost, and quality while enhancing the reliability of a complex electrical distribution system.
  • Driving structured, innovative solutions to ensure safe, cost-effective project execution within budget and resource constraints.
 
Additional Information
  • Location: Deer Park Site.
  • The workload will consist of existing and new major projects supporting the 10-year Electrical Infrastructure Plan.
 
Experience & Skills
Experience with the following hardware and systems is highly beneficial:
  • Electrical Systems & Voltages: 12.47kV, 4.16kV, 2.4kV, and low voltage
  • Protective Relays: Schweitzer and GE
  • Power Management Systems
  • Circuit Breaker Technologies: Vacuum and Air
  • Standby & Emergency Generators
  • Power Factor Correction Capacitors & Systems
  • Cathodic Protection Hardware & Systems
  • Motor Operated Valves (MOVs)
