SECTION 1: POSITION DESCRIPTION

Position Title: HSE Advisor -Transport

SECTION 2: KEY ROLE

• Ensures all bp PMT passenger vehicles involved in SDC Project are compliant with bp driving standards.
• Assurances and monitoring of all transportation activities within SDC to ensure compliance with Contractor Standards and bp Policies and Practices.
• Assess Contractor implementation of their transportation audit schedule to their own vehicle standards and practices.
• Generate monthly driving related performance reports
• Provide and manage vehicle inspections and conduct transportation audits as part of bp assurance programs on bp dedicated vehicles and drivers
• Ensures bp, contractor and subcontractor drivers meet training and competence requirements as per contractual arrangements.
• Conduct SV&O regular checks as per PIMS and bp assurance process
• Leads transport safety matters on behalf of project and advise on transport risk and controls
• Provide feedback to project management team (PMT) on their adherence to the passenger code of conduct
• Provide feedback to bp dedicated drivers on their Road Safety performance, drawing on IVMS and trends.
• Supports HSE Team Lead in health, safety, environment and risk discipline delivery in assigned locations.
• Conduct regular Safety Observation and Conversations.
• Assist with other tasks as directed by bp SDC HSE&C Team Leader

SECTION 4: PRE-REQUISITES

SECTION 4.1: BASIC SKILLS

• Ability to work on own initiative.
• Good inter-personal skills.
• Ability to produce written reports using project reporting system (IRIS/DPM
• Clear understanding of National Rules and Regulations and bp requirements covering all driving operations
• PC Skills in Word, Excel, PowerPoint
• Capable of undertaking statistical data analysis.
• Ability to perform effectively in a team environment, inclusive of demonstrating collaborative, cooperative, flexible, adaptable, respectful, and tactful personal characteristics.
• Excellent work and personal ethics that include trustworthiness, commitment, and empathy.
• Advise Drivers to stop work if significant issues arise
• Ability to develop and implement Road Safety Management System documentation
• Physically fit to access construction work locations
• English and Azerbaijani Essential (Plus Russian Language Skills preferred). Competent in effectively communicating in both verbal and written English.

SECTION 4.2: TECHNICAL QUALIFICATIONS

Minimum

• Skilled Driver
• Skilled Trainer in Defensive Driving
• Incident Investigation and Root cause analysis training (5 Why is essential)

Preferred

• Auditing qualification and experience

SECTION 4.3: EXPERIENCE

• Proven experience in Oil and Gas industry preferably fabrication.
• Experience in Transport Emergency Management practices.
• Direct experience in Road Traffic Incident Investigation.
• Experience in multi-cultural environments.
• Proven track record of safety leadership (culture and systems).
• Good understanding of transport regulatory requirements and how to incorporate into an overall safety management system.
• Good understanding of audit and assurance requirements

SECTION 5: RESPONSIBILITIES & OBJECTIVES

• Develop SDC Project Transportation procedures and contractual requirements to cover HSE, Interfaces and audits
• Conducts frequent audits to ensure that both bp PMT and contractor vehicle fleets are maintained in accordance with Contract requirements.
• Provides training and assurance of defensive driving training for bp PMT drivers and prepares and conduct presentation at Driver Safety Meetings.
• Develops a plan of SDC project vehicle requirements.
• Provides Inclement Weather Road Safety Risk Assessments in consultation with Contractor and the Region and communicates restrictions or limitations on journey’s throughout PMT.
• Identify the requirement for and deliver road risk assessments, pickup and drop off point risk assessments
• Prepare and operate emergency response plans for vehicle incidents.
• Monitoring potential for driver Fatigue
• Interfacing with the contractor and regional transportation department and liaise with the State Traffic Police authorities regarding transport on public roads
• Attend drivers' safety meetings, held by Contractor/Subcontractor.
• Reports all breeches of transportation department policy.
• Develops Monthly driving report and Performance Dashboard
• Provides mechanism for issuing Road Safety Lessons Learned across Project
• Assist with other tasks as directed by bp HSE&C team Leader
• Maintains all necessary documentation related to above in particular:
o Maintain a database of attendees to training courses
o Maintain a database of all bp PMT and contractors Driver Permits
o Produce and record individual driving assessment reports (good and bad)
