SECTION 1: POSITION DESCRIPTION
Position Title: HSE Advisor
SECTION 2: KEY ROLE
• Supports the CLIENT HSE&C Team Lead in the delivery of health, safety, security, environment, regulatory and risk for site project delivery at Fabrication Facilities, Work Sites, Vessels or assigned locations.
• Monitors Contractor compliance with their own HSE&C Managements systems and their
• compliance with CLIENT Contract Terms and Conditions. Maintains an active presence in the
• operating areas to ensure effective safety management by field supervision and the workforce
• Ensures the Safety of CLIENT Project Management Team at assigned locations.
• Provides feedback to CLIENT HSE&C Team Lead on Contractor and Project health, safety and
• Environmental performance, drawing on IRIS incident data and trends related to their assigned location.
• Supports the CLIENT HSSE Team Lead in the health, safety, environment and risk discipline capability development at assigned location.
• Provide Project HSE support as required to the designated line management Site Safety Leader (SSL) at assigned location either onshore or offshore.
• Supports CLIENT Environmental Adviser in implementation of site environmental management systems.
SECTION 3: POSITION REPORTS TO

SECTION 4.1: BASIC SKILLS
• PC Skills in Word, Excel, PowerPoint
• Capable of undertaking statistical data analysis
• Ability to perform effectively in a team environment, inclusive of demonstrating collaborative,
• cooperative, flexible, adaptable, respectful, and tactful personal characteristics
• Excellent work and personal ethics that include trustworthiness, commitment, and empathy
• Confident, creative, and energetic approach to addressing all quality-related issues
• Competent in effectively communicating in both verbal and written English
• Ability to advise Delivery Team to stop work if significant issues arise in meeting Technical
• Specification requirements or there is a likelihood that HSE is compromised
• Ability to develop and implement HSE records (Inspection reports, BOSS/SOC RtC, TRA)
• Physical fit to access construction work locations both on and offshore.
• Azerbaijani English, language skills
SECTION 4.2: TECHNICAL QUALIFICATIONS
Minimum
• Qualified in Health and Safety Management (NEBOSH Diploma/HSSE Advisor/Tech SP, HSE Lead
• Auditor (External) to OHSAS 18001, NEBOSH Environmental Management Certificate or equivalent certifications / degree and/or equivalent experience required)
• Basic Rigging and Lifting skills awareness
• Emergency Response Awareness
• Previous Health & Safety experience in the oil and gas industry — preferably fabrication
SECTION 4.3: EXPERIENCE
• 5 Years proven experience in HSE&C with projects Management experience.
• Azerbaijan and Caspian Sea experience desirable
• Proven HSE experience in Oil and Gas, preferably both fabrication and offshore vessel activities.
• Knowledge of CLIENT P&O Projects Organization HSE&C processes and procedures preferred.
• Experience in Crisis & Emergency Response
• Direct experience in Incident Investigation.
• Good understanding of safety leadership (culture and systems).
• Good understanding of regulatory requirements and how to incorporate into an overall safety management system.
• Knowledge and experience of Fabrication related activities including but not limited to:
• Working at Height
• Lifting operations
• Construction/Fabrication operations
• Environmental issues.
• Commissioning and PTW
• Energy Isolation
• Industrial hygiene
• Food Safety
• Road Safety
SECTION 5: RESPONSIBILITIES & OBJECTIVES
• Working with Contractor to implement programs to systematically verify that personnel,
• plant, equipment, systems of work and all services provided to project by suppliers and
• Contractor meets contractual and CLIENT Requirements. Intervene in any non-compliance.
• Participate in weekly and monthly Company / Contractor Safety Meeting as required
• Monitors and report on HSSE performance.
• Report unsafe acts and unsafe conditions using the site behavioral safety program and
• notify Line Management and CLIENT HSSE lead of any Incidents occurring at site.
• Track HSE related actions from audits, inspections, safety observations and risk assessments to completion.
• Support CLIENT HSE&C Team Lead in delivery of the Project Area Operating Plan and HSE&C Plan
• Support the CLIENT HSE&C Team lead on key PMT deliverables —
• Safety Leadership
• Safety Observation Conversations
• Behavioral Observation Safety System
• Risk Assess It, Talk It, Check It (RTC)
• The HSE&C Advisor is an HSE Program Champion and it is their responsibility to ensure that programs (RTC, SOC and BOSS - or equivalent) are being effectively implemented and to coach individuals and teams where improvement is required. Encourage individuals within the workforce to Stop Unsafe Work
• Attend and participate in daily Contractor Toolbox and RTC meetings
• Implement as instructed by the CLIENT HSSE lead the daily activities as a member of the site HSE team in compliance with the CLIENT Project HSE&C Plan
• Comply with annual personal targets as agreed with CLIENT HSE&C Team Lead
• Risk Assessment and Management — work with the CLIENT HSE&C Team lead to assess, prioritize and manage project risks consistent with the GPO Risk Practice.
• Work with the contractor HSE organization to ensure that the risk management process is effectively implemented at site supervision level. Where required attend Contractor Task
• Risk Assessments
• Transportation of Personnel and Equipment - Ensure CLIENT provide safe transportation and liaise with Road Safety Coordinator to ensure transportation activities are in accordance with contractor terms and conditions and CLIENT requirements
• Monitor Contractor Compliance in Emergency Situations and Drills
• Provide support and advice on incident investigations
• Security —support implementation of effective site security practice.
• Provides daily assurance of implementation of Environmental and Social Impact Assessment commitments and compliant site practices for waste and water discharges management.
• Supports implementation of on-site spill prevention and response agenda.
