Subsea Marine Safety Lead

We have a current opportunity for a Subsea Marine Safety Lead on a contract basis. The position will be based in Doha. For further information about this position please apply.

Due to the nature of activities within the project for Offshore subsea pipelines project, the position will be primarily based in QE LNG Ras Laffan facilities or in Doha, or in Contractor Office in Doha or Ras Laffan.

KEY ACCOUNTABILITIES

Plan, manage, coordinate and monitor the Safety, Health, Environment and Security issues pertaining to the Subsea Pipeline Repair Projects
HSE Plan, Safety & Marine Requirements in Subsea pipeline and sleeper construction execution activities (repair) during installation and manage construction during execution.
Engages with Marine Department & Contractor Vessel Supply team on the project safety related Marine Spread and Diving Operations constructability/execution approach
Engages with the EPCI contractor on all pipeline Safety & Construction/Environment & health aspects.
Conduct and participate in yard HSE inspections, audits and surveys
Lead incident investigations
IMCA Competency Assessment Scheme (CAS), as well as Continual Professional Development Program (CPD) to Diving Supervisors and Divers as appropriate.
Ensure Compliances of all IMCA Guidelines, Download Safety Flashes & Information Notes and Circulate to concerned sites / departments / vessels or Installations, as required.
Assist in Developing of Diving Project Plan, Hyperbaric Evacuation Procedure, in close coordination with Diving Supervisors / Superintendents / Project Engineers; Prepare Emergency Response
Plan (ERP), SIMOPS, Bridging Documents and MOC as required.
Lead the internal (ISM, ISPS, MLC and ISO) vessel audit in accordance with the management system requirements, OVID and IMCA requirements.
Participate in design and HSE reviews (DRA, HAZOPs, HAZIDs, risk assessments) and verify related risk and reliability, Construction/installation issues are closed out.
Supports PMT on Roadshows with Operations (Offshore/Subsea) ensure the Safety scope, challenges and support from Operations are clearly captured.
Provide oversight and guidance for HSE / regulatory compliance / performance during the Damaged Sleeper repair including the DSV operations.
Perform daily inspections using "safety tools" (e.g. JSA's Method statements, PTW, compliance check lists, Comply/Intervene/Care check lists); check regularly the Actions Tracking Register
and advise the Construction Lead & Head of Projects on actions closure progress, Daily PTW review to ensure all PTW's and supporting documentation requirements are fully
and properly implemented; participate in incident investigation and provide information to the Construction lead and lead any incident data analysis and trends identification.
Occupational Health Program to ensure the health and wellbeing of project team
HSE Training Program to ensure competency of workforce and increase awareness

MINIMUM REQUIREMENTS
Bachelor Degree in Safety, Marine Engineering/Science/LPE or related subject with Industrial safety certification from a Professional body (NEBOSH) either Nebosh National/ International Diploma in Occupational Health and Safety, or higher (BSc., PgCert, pgDip, MSc.)
10 years varied experience in safety operations within the oil and gas industry including Offshore/Subsea Pipeline Installation /Diving Operations working knowledge.
Minimum of 05 years experience in a supervisory capacity of health & safety management & Specific experience in managing EPCI-type contract & and have good understanding of O&G safe work practices.
Knowledge and proficiency in HSE Regulations and Best practices (OSHA, ISO 14001, OHSAS 18001, SOLAS IMCA requirements i.e. Diving & Lifting).
Taproot Root Cause Analysis or internationally recognized equivalent.
OPITO BOSIET or T-HUET and Offshore Sea Survival.
Knowledge of Offshore Requirements for Lifting Operations
H2S awareness & mitigation plan implementation on Live Facilities.
Knowledge of International Oil & Gas Producers Reports (IOGP).
Behavioral Based /IIF Safety program.
Aware of the Risk related to Subsea pipelines, Basic Marine traffic management aspects, Inspection of the various marine vessels like Diving support Vessels, Jack up Barges & Marine Support Vessels and Offshore emergency protocols and communication.
