Job description

We have a current opportunity for a Mechanical Commissioning Lead on a contract basis. The position will be based in Baku with an international oil and gas major.

The role will be based in the selected engineering contractor office and selected fabrication facility in Baku (Azerbaijan) and offshore for the greenfield and brownfield hook up and commissioning.

The Mechanical Commissioning Lead will support the Commissioning Lead with safe and efficient delivery of Greenfield and Brownfield Commissioning readiness, Contractor oversight, MC acceptance, pre-commissioning, commissioning and alignment /coordination with the facilities' Operations teams for the project. The Mechanical Commissioning Lead will be expected to set the highest standards in HSE and quality. This role will lead the team of Mechanical/Rotating Equipment, HVAC and Preservation engineers.

* Demonstrate personal HSSE leadership and excellent HSE behaviours at all times and ensure that safety expectations are communicated and maintained.
* Support the Commissioning Lead on Scope of Work and Schedule development and input to the contractor selection.
* Review and comment on Engineering contractors' documents, provide commissioning perspective to Design.
* Attending Rotating Equipment Factory Acceptance Tests (FAT's)
* Specifying and raising Purchase Orders for required Mechanical Tools, Test Equipment and Commissioning Spares.
* Specifying and raising Purchase Orders for First Fills
* Identify mechanical temporary system requirements for commissioning
* Review and acceptance of contractor supplied procedures and activities for installation, preservation and commissioning of all Mechanical equipment at all site locations.
* Responsible for the development and execution of relevant Commissioning Test Procedures (CTP) for the Mechanical systems.
* Responsible for the development and compilation of relevant ITR's.
* Oversee Contractor execution of the MC, Commissioning, and handover of the Greenfield and Brownfield scope of work to Operations.
* Ensuring all Mechanical commissioning personnel carryout their work and are fully trained in accordance with site PTW procedures.
* Ensure all Mechanical Engineers, Supervisors and Technicians deployed are fully aware and understand the projects safe working practices, process safety fundamentals and ensure they are adhered to maintain a SAFE working environment.
* Ensuring that all commissioning procedures and paperwork within the SHMP is completed to enable a smooth hand over of systems to Operations.
* Provide advice, coaching and training to personnel.

ESSENTIAL EXPERIENCE, EDUCATION /QUALIFICATIONS.
* Higher education and an extensive Commissioning experience base is essential.
* A high-level of communication and interpersonal skills.
* Significant experience on piping and rotating equipment commissioning.
* Experience of effectively interfacing and working together with Design / Construction and Commissioning Contractors and Operations entities.
* Experience with HSSE issues related to on-site activities.
* Deep understanding of Construction & Commissioning Defined Practices for both Greenfield and Brownfield projects and the latest international standards that assure integrity of build and construction quality.
* Experience with diverse work forces would be highly desirable.
