Job description

Our client, a leading international Oil & Gas operator, have a current opportunity for a SURF Engineering Manager on a contract basis. The position will be based in Paris, France. Candidates must have:

  • Master's degree in engineering and strong experience in engineering for SURF equipment (as a minimum rigid flowlines, rigid spools, rigid risers, umbilical and jumpers
  • At least 15 years in detailed engineering and execution phases (procurement, fabrication, construction, installation, pre-commissioning) related to SURF equipment
  • At least 10 years in large offshore oil & gas SURF projects

MISSIONS / SERVICE DIMENSIONS

  • The service holder will be responsible for all the SURF engineering activities and technical matters for the SURF package related to the project, as part of the team.
  • This will include but not be limited to reviewing, approving, preparing and managing all studies during Pre-project and FEED, Call For Tender and EPCI phases for flowlines, risers, umbilical, and associated structures and equipment, for a very deep water oil greenfield project.
  • The Service Provider will manage a team of engineers, and be leading the design, engineering, installation and pre-commissioning activities, and be responsible for preparing the technical part of the SURF CFT package.
  • The Service Provider will provide support to the Subsea Manager and the SURF team, and liaise with other project teams (SPS, FPSO).

ACTIVITIES

  1. Adopt and demonstrate an exemplary behavior with regard to HSSE&Q, to implement and control HSSE rules and requirements within his area of responsibility. Ensure all SURF technical documentation and SURF Contractor activities comply with HSSE&Q requirements and highlight any potential deviations. Ensure safe working practices are implemented within the team along all phases of project
  2. Adopt and demonstrate an exemplary behavior with regard to the Company Ethics and "Code of Conduct" policy, promote and enforce the Anti-Corruption Program within the Project,
  3. Manage and coordinate the SURF engineering team members during pre-Project, FEED, Call For Tender preparation, Call For Tender review and tenders technical evaluation, Contract finalization, Project preparation and Project execution. Inform, support and direct personnel in their roles, responsibilities, and objectives as necessary,
  4. Ensure progress, fitness for purpose, and compliance with Company Rules and Specifications, Project requirements and international codes of all engineering for umbilicals, flowlines, risers, and associated items during all Project phases,
  5. Be responsible for all pre-Project and FEED engineering activities and manage all Pre-project and FEED contractor technical activities,
  6. Be responsible for preparation and timely delivery of the SURF Call For Tender technical package of the SURF EPCI Contract,
  7. Be responsible for review, fitness for purpose and compliance to Project and Company requirements of SURF Tenderers Technical offers. Lead the technical clarifications with Tenderers and ensure timely closing of Technical qualifications. Carry out Tenders technical evaluation and coordinate preparation of RTA technical part,
  8. Define, develop, issue and maintain all necessary technical documentation related to the Project SURF package. Support and participate to the development and maintenance of Project Management main documents (SOR, FDP, PEP, PQP, Risks, etc.),
  9. Ensure that all engineering, procurement, fabrication, construction, testing, qualification, pre-commissioning and commissioning aspects are suitably addressed during the different engineering phases by timely reviewing (or having reviewed) and validating the relevant SURF documentation issued by Supplier(s) and Contractor(s) (technical documentation / queries / derogation requests),
  10. Act, as technical referent vis-à-vis Contractor(s),
  11. Identify, implement, and coordinate any study, testing or survey necessary to ensure readiness and fitness for purpose.
  12. Ensure follow-up and support for supervision of all testing and qualification activities (SWT, CDT, FAT, EFAT, SIT, etc), all installation preparation, pre-commissioning and commissioning activities performed by Contractors, including the handover of equipment to other packages,
  13. Ensure technical compliance throughout the Project life of the engineered, procured, fabricated, tested, and installed SURF equipment (over several locations, yards). Ensure all technical, QA/QC and H3SE project policies and requirements are duly implemented and ensure Contractors' compliance with contractual requirements in all areas. Anticipate and ensure adequate and timely reporting to the Subsea Manager of any concern, issue, or potential deviation. Propose timely and adequate solutions and optimizations.
  14. Liaise with other package teams (FPSO, SPS, etc) for interface matters with the support of Interface Managers and leads,
  15. Organize and participate to Project Reviews,
  16. Assist and support the Subsea Manager on all aspects of the SURF related Call For Tender, Clarification & evaluation process, project execution and contracts management, and with the relations with Partners
  17. Coordinate with SURF contract engineer for the follow-up of correspondence and contract activities throughout the full CFT process and during Project Execution
  18. Gather 'lessons learnt' and provide feedback to project entities as required.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Qualification: Master's degree in engineering and strong experience in engineering for SURF equipment (as a minimum rigid flowlines, rigid spools, rigid risers, umbilical and jumpers)
  • Languages: English
  • Professional Experience: at least 15 years in detailed engineering and execution phases (procurement, fabrication, construction, installation, pre-commissioning) related to SURF equipment
  • Experience within project: at least 10 years in large offshore oil & gas SURF projects
  • Additional features: Good knowledge of relevant codes. Preferably previous experience with Major SURF Contractors. Positive, constructive and pragmatic mindset. Previous experience within a complex and multicultural working environment.
