Job description

As the Contracts Advisor you are primary focal point for the drilling and decommissioning contract categories. You are responsible for providing input to the development of the overall functional/regional contracting strategy. Responsible for the development and execution of contract strategies and planning independently and/or in conjunction with key stakeholders, Contracts Specialist and Global Category Leads. Responsible for the sourcing and proactive management of all NL related contracts. Responsible for the entire lifecycle of the related contracts. Responsible for providing contractual advice and interpretation to internal SCM&L personnel and key business stakeholders.

The Supply Chain function is a global function within and whilst the local Contracts Advisor will mainly ensure deliveries of contracting and procurement activities locally, he/she will have a responsibility of driving the vision and strategy of SCM&L. Good communication and collaboration with other functional leaders/teams within will be of paramount importance to ensure the safety and success of the activities.

Main duties & responsibilities

  • Champion HSEQ in all Supply Chain Management activities and practices.
  • Ensures that all undertaken contracting and procurement activity is conducted in accordance with company and SCM&L policies and procedures.
  • Manages the contracting process from the expression of the needs (including its review/challenge) to contract signature.
  • In collaboration with the Contract Owner and/or the Tender Team, develops contract strategies including the bidders list, award Criteria and associated weighting and scoring mechanisms in compliance with company and SCM&L policies and procedures.
  • Submits contract strategies when applicable to the Contract Review Forum (and Partners) for approval
  • Holds the position of Secretary in the Contract Review Forums.
  • Drafts contract with associated commercial terms, remuneration, relevant contract management provisions and KPI's using approved templates.
  • Ensure standard terms and conditions of contract are suitable for local environment and local requirements, liaising and formalizing with Legal / Contract Specialist when required.
  • Leads the tender process and coordinates all communication between bidders and key stakeholders during each stage: issue, receipt, opening, evaluation and negotiations with bidder's representatives.
  • Performs commercial evaluation and coordinates technical, legal and HSEQ evaluation with stakeholders.
  • Lead and conclude contract negotiations involving appropriate representatives.
  • Drafts final recommendation to award and submits for approval.
  • Prepare final contracts for award, approval and execution in the contract management system.
  • Manages contract performance and oversees all contract procurement activity.
  • Provides support to the procurement team and Contract Owner with regards to contract interpretation, management, issues, performance degradation, claims and variations.
  • Supports Contract Owner by maintaining proper administration of the contracts and by handling queries from both suppliers and internal stakeholders.
  • Responsible for the sourcing and ongoing management required for the related contracts.
  • Responsible for the implementation and maintenance of supplier relationship performance management plans for key contracts.
  • Lead supplier management relationship and performance reviews of key contracts and coordinates supplier action plans with key business stakeholders.
  • Provides contractual advice and interpretation to internal SCM&L personnel and key business stakeholders.
  • Responsible for registering, validating and reporting savings achieved.
  • Provide support to Contract Specialist and SCM&L where necessary.
  • Maintain market knowledge, perform bench marking and Supplier due diligence where required. Expected to work on other categories when required.

Required/qualifications:

  • Relevant university degree qualification e.g. supply chain management, law, business or equivalent discipline.
  • Professionally qualified with a relevant professional body i.e. CIPS, NEVI+
  • A minimum of 5-10 years' experience in a comparable role.
  • Fluent in English and preferably the local language.
  • Demonstrable experience and knowledge of contract formulation, management and administration of contracts
  • Related to offshore projects and offshore operations in the North Sea environment.
  • Experience and understanding of LOGIC model contract conditions.
  • Working knowledge of Dutch Law.
  • Ability to understand and review appropriate contract clauses and terms.
  • Experience in developing contract strategies & leading contract negotiations.
  • A strong understanding of stakeholder management.
  • Excellent communication skills.
  • Extensive knowledge of information systems such as SAP and Contract Management Systems and expert user of tools and systems to support different activities (eRFX, Office, FPAL, Supplier Catalogues, etc.) as applicable.
