Job description
We have a current opportunity for a Lead Instrumentation and Control Engineer on a contract basis. The position will be based in Milan,. For further information about this position please apply.
* The Lead Instrumentation and Control Engineer is responsible for leading the LNG project Instrumentation and Control team. The position is required to manage detailed Instrumentation and Distributed Control System (DCS) engineering execution centres and technical development of the Project.
* The Lead Instrumentation and Control Engineer will manage an organization of approximately 5 personnel (110 EPC Contractor team).
Activities:
* Manage the Instrumentation and Control discipline organization of around 5 FTE on Company's side and around 110 FTE on Contractor's side.
* Assure the Instrumentation and Control discipline issuance, review, and approval of around 6,000 technical documents.
* Manage the I&E discipline development of engineering specifications and provide quality assurance in the procurement of materials, equipment and services to ensure conformity with sound engineering practice and cost effectiveness. Direct management of 25 PO's of a value of around USD 175 Million. Support to other discipline leaders on the overall 177 PO's having a total value of USD 3 Billion.
* Ensure all Project HSE requirements are adhered to and implemented. Ensure HSE is emphasized throughout all design activities. Play an active role in the development of the safety culture on the project, making safety a natural part of all work performed.
* Provide expertise in Instrumentation and Control Systems (DCS, SIS and FGS) and relevant Industry Codes and Standards associated with a multiple train LNG facility, including many different types of on-line process analyzers and application of typical instrumentation types in cryogenic service.
* Review and verify EPC Contractor's remaining detailed engineering deliverables, including P&IDs, ICSS control, vendor data for related instrumentation and ICSS interface, HIPPS system, F&G, completion of vendor HAZOP studies, ALARP studies.
* Review Contractor-produced and package-vendor produced instrument data sheets for flow, pressure, temperature and level instruments; process analyzers including gas chromatographs, moisture analyzers, oxygen analyzers, etc.; control valves, actuated on-off valves, ESD valves, pressure safety valves; tank gauging systems for LNG tanks and Condensate Tanks; HIPPS system; Fire and Gas detectors; bulk materials including cables, junction boxes, terminations, cable trays.
* Provide oversight or participate in FATs for DCS/ESD/F&G systems with Automation Engineers.
* Provide oversight or participate in P&ID reviews, HAZOP and other safety review meetings.
* Monitor EPC Contractor discipline engineering and construction / installation progress and quality and confirm they are acceptable. If progress and/or quality is not acceptable, inform line manager and ensure improvement of performance to an acceptable level.
* Interface with Contractor Instrumentation and Control Engineering site leads to ensure coordination of efforts and that all necessary issues are addressed.
* Identify opportunities and risks (and their mitigations) for Instrumentation and Control design related operating issues. Work with Process Safety to ensure all appropriate safeguards and mitigations are in place to provide a safe working environment for Operations.
* Oversight and coordination of Contractor planning and execution activities, with focus on Instrumentation and Control engineering activities, but familiarity with multidisciplinary engineering execution, and procurement.
* Work with Project Services, Engineering disciplines, and Procurement teams to identify Instrumentation and Control design needs to support the project schedule.
* Conduct Instrumentation and Control Discipline detailed evaluation and technical audit of various critical plant areas.
* Assist the I&E Engineering Manager in ensuring the Instrumentation and Control Discipline technical portions of the EPC contract is adhered to during execution.
* During site activities, avoid Contractor stand-by / delay by answering quickly to site queries and unexpected technical site problems, oversee rectification of punch list items, and completion of on-site tests, and oversee erection of all discipline-related equipment.
Qualifications/Experience required
* Degree in appropriate Engineering discipline.
* Registration as a Charted Engineer, PE or equivalent preferred
* Proficient in English language.
* Fifteen (15) or more years' experience in Oil and Gas and large projects, of which eight (8) years in Instrument and Control Engineering working directly for owner/operator.
* Supervisory experience related to plant and project engineering with increasing size and responsibility.
