Job description

Our client is currently recruiting for the position of Offshore HES Advisor, based in Aberdeen.

Cover required for short duration on clients Assets through to end of year. In addition to delivering the requirements of the job description, they are looking for someone with a strong focus on site presence/compliance.

Cover required as below:

24th Sept - 1st Oct (1 week trip)

29th oct - 5th Nov (1 week trip)

3rd - 17th Dec (2 week trip)


Responsibilities:
*Provides competent advice & guidance in relation to safety, health and environmental legislation to the asset & wider business,
*Positively influences the Offshore Leadership Team and workforce to develop and sustain a progressive safety culture which encompasses personal and process safety and upholds our company values.
*Supports implementation of company HSE Management Systems at site level.
*Supports and facilitates regulatory compliance and assurance deliverables, supports implementation & execution of risk based LOD 1 audit & assurance plan. Interfaces with the development of the LOD2 & LOD3 plans, facilitating delivery.
*Facilitates and support robust incident investigation process ensuring delivery of quality investigation reports factoring in root cause analysis and consideration of human performance indicators.
* Undertakes industrial hygiene responsibilities, working in collaboration with the offshore medic and the industrial hygienist.
* Links with onshore environmental team to support compliance focus regarding Environmental consents and permits
* Offshore focal point for Safety Case updates and link to the thorough review process. Engage with onshore Technical Safety department and Safety Reps to ensure that changes are managed effectively.
* Supports implementation of process safety improvement plan at site level ensuring engagement with the offshore workforce.
* Support the development and delivery of occupational hygiene assurance plans through effective auditing, work site supervision and workforce engagement with key stakeholders.
* Support Si971 safety representatives in their duties & ensure thorough effective communication & engagement.
* Facilitate offshore preparation for Regulatory inspections & participate in these activities.
* Monitor incident audit and regulatory commitment actions (for offshore Team) support and encourage timely completion.
* Support a robust ER process through development and facilitation of major emergency exercises and local training. Monitor and assess the effectiveness by working with the asset response team to identify strengthening opportunities.
* Conduct site visits with focus on compliance with procedures and permits, task knowledge and understanding of the risk and mitigations required.
* Observe the controls for risk management / safe work controls and TBTs to determine if effectively implemented - provide coaching feedback to aid improvement.
* Support the review and offshore roll out of HSE critical documents and procedures.
* Support the OIM to prepare and hold regular safety meetings.

Qualifications & Experience

* Demonstrable experience as an Offshore HSE Advisor within the Oil & Gas Industry.
* Professional occupational health and safety qualification (minimum NEBOSH Certificate)
* Preferred to be an Active membership of a recognised professional body for H&S - (IOSH).
* Preferably trained auditor to lead and perform management system audits.
* Competent in incident investigation & root cause analysis methodologies.
* Excellent knowledge of UK Health and Safety legislation.
* Keen interest in human performance principles.

* Knowledge and experience of risk assessment techniques and their practical implementation.
* Must be self-motivated and capable of organising and prioritising own diverse daily work schedule.
* Experience with executing and supporting wider HSE / Operations programmes and initiatives.
* Effective/competent MS Office Suite User & high level of communication skills
* Possess safety coaching skills and understand when these should be applied to improve performance.
* Offshore MIST, BOSIET, FOET are required.
