Job description

SDC Commissioning Control & Instrumentation (C&I) Lead 

The role will be based at the selected engineering contractor office and fabrication facility in Baku, with offshore responsibilities during the hook-up and commissioning phases.
This role is open to Azerbaijani nationals only.

Key Responsibilities
  • Health, Safety, Security, and Environment (HSSE):
    • Demonstrate and promote strong HSSE leadership and ensure adherence to safety standards.
    • Ensure all C&I/ICSS commissioning personnel are trained and compliant with Permit to Work (PTW) procedures.
  • Project Coordination:
    • Support the Commissioning Lead with scope of work (SoW), schedule development, and contractor selection.
    • Oversee contractor execution of mechanical completion (MC), commissioning, and handover to Operations.
    • Align and coordinate with Operations teams for commissioning readiness and execution.
  • Technical Oversight:
    • Review engineering contractor documents and provide commissioning insights during design phases.
    • Develop Control Systems Line of Sight Hierarchy (LOSH) drawings.
    • Specify and procure C&I tools, equipment, and commissioning spares.
    • Attend Factory Acceptance Tests (FATs) and oversee installation, preservation, and commissioning activities.
  • Documentation & Procedures:
    • Develop and execute Commissioning Test Procedures (CTPs) for Greenfield and Brownfield activities.
    • Compile and oversee the completion of Inspection and Test Records (ITRs).
    • Ensure all commissioning documentation within the Systems Handover Management Plan (SHMP) is finalized for smooth system handover.
    • Validate and verify Safety Instrumented System (SIS) requirements per the safety system lifecycle plan and SIS Commissioning & Validation procedure.
  • Team Leadership & Development:
    • Train and mentor Azerbaijani national personnel, ensuring knowledge transfer and skill development.
    • Promote adherence to safe working practices and process safety fundamentals.
Essential Requirements
  • Extensive experience in commissioning.
  • Strong communication and interpersonal skills.
  • Proven ability to work effectively with Design, Construction, Commissioning Contractors, and Operations teams.
  • Deep understanding of Greenfield and Brownfield commissioning practices and international standards ensuring build integrity and quality.
  • Familiarity with HSSE considerations and practices for on-site activities.
  • Experience working with diverse workforces is highly desirable.
