Job description

We have a vacancy for Operator (Right of Way) with a major client in UAE. This is an onshore, residential position (28/28)

Candidates must have prior experience of onshore pipeline projects

Job Purpose

Monitor third party activities to ensure compliance with approved No Objection Certificate (NOC) conditions and ensure the safety and integrity of the hydrocarbon pipelines.

The Right of Way Operator supervises contractors and inspects civil works during construction projects such as fences, berms, pipeline crossings, etc. Ensures the work is safe and according to the specification. Records pipeline information from site and submits it to Right of Way Control Room.

Knowledge, Skills, Experience and Job-Related Competencies

Educational Qualifications:

  • Relevant technical diploma / certificate or training with extensive relevant experience.

Competencies/Skills/Others:

  • Excellent Written and Oral English communication skills
  • Competent in Microsoft Office applications, Word, Excel, Outlook & Oracle
  • Initiative to handle third party contractor issues & emergency situations.
  • Capable of working with minimum supervision
  • Ability to use Global Positioning System (GPS), Pipe Locator, Gas Detector & other basic equipment.
  • Ability to interpret profile drawings.
  • UAE driving license.
  • Defensive and desert driving skills.

Right Of Way (ROW) Operations.

  • Monitor, coach, and train Pipeline Representatives in pipeline related technical subjects and company Standard Operating Procedures (SOP's) as they inspect third party contractor work in the vicinity of pipelines or facilities.
  • Investigate difficult or sensitive encroachment violations and resolve the problem including day to day liaison with third party contractors.
  • Investigate weather induced problems or vehicle accidents to determine impact on pipelines and initiate inspections or other actions to ensure the pipelines are safe.
  • Assist Project Team during Design and Construction activities.
  • Identify and provide input on Safety Topics and briefing sessions on Standard Operating Procedures (SOP's) and occasionally attend monthly safety & Standard Operating Procedures (SOP's) review meetings.
  • Identify areas of improvement in existing Standard Operating Procedures (SOP's) and provide comments to Right of Way Team Lead for revision of Standard Operating Procedures (SOP's).
  • Ensure compliance with approved No Objection Certificate (NOC) conditions and carry out Pre Job-Safety Meeting prior to the commencement of work on site with contractors.
  • Monitor No Objection Certificate (NOC) expiry dates and notify Right of Way Control Room to send No Objection Certificate (NOC) revalidation reminders to Contractors.
  • Cover for Patrollers during absence and carry out patrolling in relevant pipeline corridors and report the findings.
  • Carry out monthly monitoring of safe driving of the Pipeline Representatives and Patrollers.
  • Prepare documents and reports including spreadsheets Daily Reports and Log of Site Activities.
  • Respond to out of hours emergency works as required.
  • Assist mapping team on completion of all Horizontal Directional Drilling (HDD) for gyroscopic survey.
