Job Title: Commissioning Telecom & Cybersecurity Lead

Location: Doha, Qatar

We are looking for an experienced Commissioning Telecom & Cybersecurity Lead to oversee telecom and Industrial Control System Security (ICSS) cybersecurity commissioning activities for the Offshore Project. Reporting to the Head of Commissioning, you will ensure all objectives are met safely, within the approved scope, schedule, and quality standards.


Key Responsibilities:
  • Lead telecom and ICSS cybersecurity commissioning activities during preparation and execution phases, ensuring safety compliance, especially during SIMOPS.
  • Monitor contractor adherence to OPERCOM® methodology and ICAPS© system usage for telecom and cybersecurity tasks.
  • Drive commissioning execution, maximizing onshore activities before offshore deployment.
  • Ensure strict adherence to cybersecurity standards (IEC 62443, US NIST) throughout commissioning.
  • Oversee commissioning for ICSS systems, including DCS, IPS, FGS, and third-party systems like HIPPS and PLCs.
  • Manage network firewalls, L2/L3/L3.5 network implementation, and troubleshooting.
  • Ensure availability of telecom commissioning spare parts and special tools.
  • Supervise vendor activities during SAT, punch list clearance, and OTP.
  • Act as the focal point for telecom and ICSS cybersecurity commissioning activities, ensuring effective system completion processes.
  • Review and approve contractor deliverables to meet contractual and industry standards.
  • Coordinate with disciplines such as construction, hookup, SHE representatives, and engineering teams for smooth execution.
  • Identify risks, propose mitigations, and monitor risk management plans.
  • Mentor trainees, participate in lessons learned, and support startup and performance testing.

Qualifications:

  • Engineering degree in Telecom or Cybersecurity, or a bachelor’s degree with relevant experience.
  • Relevant certifications such as CompTIA Security+, CISSP, IEC 62443, or MCSE/MCITP.
  • Network certifications like CCNA/CCNP or equivalent vendor-specific credentials.

Skills and Competencies:

  • Proficiency in telecom equipment commissioning, including UHF/VHF radios, AIS, RACON, PAGA, CCTV, and more.
  • In-depth knowledge of ICSS cybersecurity applications such as system hardening, backup and recovery, patch management, and SIEM.
  • Expertise in network security for switches, routers, firewalls, and data diodes.
  • Familiarity with ICS networks, IEC 62443 standards, and endpoint security.
  • Excellent interpersonal and communication skills for teamwork and coordination.
  • Proficiency in written and spoken English and technical documentation.
Experience:
  • Experience, including telecom equipment commissioning in onshore and offshore environments.
  • Hands-on experience with ICS networks and cybersecurity implementation.
  • Familiarity with OPERCOM methodology and ICAPS system database.
  • Proven track record managing EPC contractors and sub-contractors.
  • Comprehensive knowledge of international standards and ATEX/IEC regulations.
